All nations strive to establish a comprehensive and balanced urban system that extends across the entire country. This objective is typically pursued through plans aimed either at stabilizing populations in their current locations or at guiding population distribution toward sparsely populated areas. To achieve these goals, governments adopt what are known as spatial development strategies. However, development plans often encounter challenges or errors during implementation, prompting the need for re-evaluation and intervention through what is referred to as urban restructuring or redevelopment. This process seeks to correct the trajectory of development strategies-whether comprehensive or regional plans-with the ultimate aim of enhancing the overall level of urban development within the country. Such restructuring efforts usually require collaboration with specialized consulting firms and expert bodies. Moreover, the correction and realignment of development paths often demand considerable time before tangible outcomes appear, as they may necessitate decisions at the national level to achieve inclusive and balanced development, particularly in underpopulated areas.
